Charles Dean Parker

May 24, 1938 — February 20, 2017

The Angel of Mercy whispered sweetly to Charles D. Parker, Sr. on
February 18, 2017, (after a lengthy illness), and said, 'It's time to come home.''
He was 78 yrs old.
Charles joined Littlefield Baptist Church, Newton Grove, NC at an
early age. After moving to The Upper Marlboro area, he joined The First
Baptist Church of Glenardan in Maryland. Charles was raised in a Christian
home with a loving Mama and Daddy who loved the Lord. Charles is now with
Mom and Dad and sleeping in the arms of Jesus.
Charles graduated from Richard B. Harrison High School in Selma,
N.C. in 1957. He served in the U.S. Army from 1963 to 1965 in personnel
administration. He received an honorable discharge. After the military, Charles
continued his education and received a B.A. degree in sociology and
psychology from Federal City College (UDC) in Washington, N.C. Charles
also attended Harris Barber College where he received his barber license.
Charles worked for the District of Columbia Department of Labor
for over 20 years. He was an Employment Development Specialist/Project
Director for the Senior Citizens Employment Program. Charles was
responsible for placing economically disadvantaged senior citizens in jobs. His
responsibilities included visiting, monitoring and observing participants on the
job.
Charles was loveable, loved life and a "people person" who was very
caring. The senior citizens loved him because he was respectful and cared for
them. His supervisor said that his team and supervisors thought very highly of
him and his work. She also said, Charles always had a bag of snacks for his staff
and participants. He will be missed dearly by all that knew and loved him.
While working for the Department of Labor, Charles started
working part time at a barbershop. After retirement from the government, he
started working full time at a barbershop with a master barber. Shortly
afterwards, Charles received his master barber license and became owner of
The Modern Scientific Barbershop on Georgia Ave, N.W. in the District of
Columbia. He loved being a barber, and served as a master barber for other
young barbers. That was his passion. He worked at the barber shop until his
health begin to fail.
Charles was preceded in death by his father, Tilman Parker; his
mother, Lillie Parker; and sister, Edna Joyce Parker. Charles, two marriages
ended in divorce. Charles leaves to cherish his memories: two sons, Michael
Stewart of Durham, NC and Charles Parker, Jr. (Paulla) of Bowie, MD ; a
brother, Jimmy Parker, Sr. (Shirley) of Frederick, MD ; two sisters, Annette
Whitley of Largo, MD and Linda Faye Warren (Leroy) of Lucus, TX. He
also has two nieces, Verna Whitley and Lisa McNair; two nephews, Antonio
Whitley and Jimmy Parker, Jr.; two great nephews , Anthony McNair and
Michael McNair; one niece, Ashley McNair; many great great nephews/nieces,
and a host of relatives and friends. He especially loved the visits from his great
nephew, Michael and his great great niece, Nevaeh, who always greeted him
with a hug.
